it sounds like you have congestive heart failure, one of the many risks faced by diabetics who do not or cannot control their blood sugar.
Unfortunately there is no cure for this, and medicine is limited in what it can do for you once you develop congestive heart failure. The heart gets large and flabby and doesn't pump effectively anymore, and it will simply continue to worsen until ultimately it will result in death. To prolong your time, you need to keep strong control of your blood sugars, you must not eat any salt at all and you must continue to be active. If you are not seeing an Endrocrinologist and a Cardiologist, then those are the two doctors who have the best chance of prolonging your life. yeah, "technically" every time you increase blood pressure you increase the chance of a stroke. but its like saying you shouldn't go on the swings at the park, because you "could" slip off and break your neck. In theory, the chances increase, but it really just won't happen like that unless you have very poor health over many many years along with it.
Is the dizziness only recent? If it is happening for more than 3 days, see a doctor! Really, go see one! It's probably something very small, but get it looked at.
The stand up and get dizzy thing, or bending over to pick up seomthing and getting dizzy - i have that too now and then. It stays for about 2 days then goes away for MONTHS until it randomly appears again.
